I have the honour to state that Dr. William Doberck, Director of the Hongkong Observatory, proposes to retire from the Public Service on the 13th September next, when he will have attained the age of fifty-five years, and I have accordingly to request that steps may be taken to appoint a successor to the post, the details of which are set out in the annexed form.
2. I would at the same time recommend to Your Lordship's favourable consideration the claims of Mr. Frederick George Figg, First Assistant at the Observatory, to this appointment.
3. The post of First Assistant is junior to that of Chief Assistant, held by Mr. John Isaac Plummer, who joined the Hongkong Service in 1891 and is now in his 63rd year; but Dr. Doberck is of the opinion that Mr. Plummer, although a capable Astronomer, has not the requisite...
